The Postemployment Services Demonstration was initiated by the Administration for Children and Families of the U.S. Department of Health and Human Services. The Illinois Department of Human Services is serving as the lead state for coordinating the demonstration evaluation. This report was prepared by Mathematica Policy Research under contract with the Illinois Department of Human Services.
Many people contributed in significant ways to the preparation of this report. First and foremost are the program staff in each site who provided us with invaluable detail on program operations. David Gruenenfelder, the project officer for the PESD evaluation; Peggie Powers, Sue Flaherty, and Sandra Abron in Chicago; Jerry Burns, Jodi Davich, Nan Poppe, Ted Swigart, and Cliff Holland in Portland; Barbara Ford-Young, Jo Ann Minnfee, and George Denton in San Antonio; and John Rodgers, Marilyn Kuhlman, Julie Savage, and Ron Quinn in Riverside were instrumental in the design, implementation, and oversight of the programs and were extremely helpful during the information assembly process.
The case managers in the four sites--Ellen Johnson, Katherine Madison, Jeffery Carter, and Patricia Collins (the job developer) in Chicago; Eann Rains, Georgiana McElheny, Barbara Mulcahy, and Lelia Lomax in Portland; Irma Brooks, Eydie Villalpando, Mary Robles, Hilda Valdez, and Elisena Mata in San Antonio; and Donna Kovach, Greg Webber, Mary Wood, Don Slater, Nancy Garcia, and Mary Lange in Riverside--kept constant records of their contacts with the clients and provided us with invaluable detail on program services and participating clients.
Nancye Campbell, the initial project officer for the demonstration, provided guidance and support throughout the design and implementation phases. Stuart Kerachsky, the director of the PESD evaluation during the early phases of the evaluation, has guided work on the evaluation since its beginning. They, along with Alan Hershey (the other principal investigator) provided invaluable guidance in shaping this report and carefully reviewed earlier drafts. David Gruenenfelder at the Illinois Department of Human Services, and program staff in the four sites, also carefully reviewed and provided helpful comments on an earlier draft of the report. Lawrence Wolf, the current project officer for the demonstration, and LaDonna Pavetti at Mathematica also reviewed a recent draft of the report and provided helpful comments.
Other Mathematica staff played an important role in the completion of this report. Rita Stapulonis expertly directed the focus groups and the survey that form the basis of some of the findings presented in this report. Tim Novak provided skillful programming support and analyzed the survey and program tracking data. Patricia Ciaccio carefully edited the report, and Jennifer Baskwell and Jill Miller provided exemplary production support.
