ACKNOWLEDGMENTS
The Postemployment Services Demonstration was initiated by the Administration for Children and Families of the U.S. Department of Health and Human Services. The Illinois Department of Human Services is serving as the lead state for coordinating the demonstration evaluation. This report was prepared by Mathematica Policy Research, Inc. under contract with the Illinois Department of Human Services.
Many people contributed in significant ways to this evaluation. First and foremost are the program staff in each site who gave us invaluable information on program operations. David Gruenenfelder, the project officer for the PESD evaluation; Peggie Powers, Sue Flaherty, and Sandra Abron in Chicago; Jerry Burns, Jodi Davich, Nan Poppe, Ted Swigart, and Cliff Holland in Portland; Barbara Ford-Young, Jo Ann Minnfee, and George Denton in San Antonio; and John Rodgers, Marilyn Kuhlman, Julie Savage, and Ron Quinn in Riverside were instrumental in the design, implementation, and oversight of the programs and were extremely helpful during the information assembly process.
The case managers in the four sites--Ellen Johnson, Katherine Madison, Jeffery Carter, and Patricia Collins (the job developer) in Chicago; Eann Rains, Georgiana McElheny, Barbara Mulcahy, and Lelia Lomax in Portland; Irma Brooks, Eydie Villalpando, Mary Robles, Hilda Valdez, and Elisena Mata in San Antonio; and Donna Kovach, Greg Webber, Mary Wood, Don Slater, Nancy Garcia, and Mary Lange in Riverside--maintained ongoing records of their contacts with the clients and provided us with invaluable detail on program services and participating clients.
Nancye Campbell, the original project officer for the demonstration, offered guidance and support throughout the design and implementation phases. Stuart Kerachsky, the director of the PESD evaluation during the early phases of the evaluation, has guided work on the evaluation since its inception. These individuals, along with Lawrence Wolf, the demonstration’s current project officer, provided invaluable guidance in shaping this report and carefully reviewed an earlier draft. That draft also benefited from the thoughtful review and helpful comments of David Gruenenfelder, of the Illinois Department of Human Services; program staff in the four sites; and Alan Hershey, Mark Dynarski, and Robert Wood, of Mathematica.
