FROM: Martha Newton
Director
Office of Refugee Resettlement

SUBJECT: Proposed Notice: FY 2006 Formula Targeted Assistance Program Allocations

The Fiscal Year 2006 Proposed Notice for the formula Targeted Assistance Program (TAP) allocations is currently available on the ACF website: http://www.acf.hhs.gov. Once you access the site, go to the second column, fifth topic - Grant Opportunities. Go to the bottom of the page for: Mandatory/Formula Funding Announcements.

The FY 2006 proposed notice includes proposed TAP allocations for 47 qualified counties. The FY 2006 TAP allocations, TAP allocations by State, and targeted assistance areas in the 26 States eligible for TAP funds are listed in the proposed notice in Tables 1-3.

Comments on the proposed notice must be received by the Office of Refugee Resettlement (ORR) in writing by close of business on Monday, June 19, 2006. Please address written comments, in duplicate, to Kathy Do, Division of Budget, Policy and Data Analysis (DBPDA), ORR, 8th Floor, West, 370 L'Enfant Promenade, S.W. Washington, D.C. 20447; or by email to: Kdo@acf.hhs.gov. The final notice will include a comments and response section and the due date for applications for formula targeted assistance grants.

Data received from States by the due date of April 17, 2006 on the number of asylees and entrants served will be matched against ORR arrivals database, Refugee Arrivals Data System (RADS). As a result of this process, ORR may make adjustments in the final notice for FY 2006 allocations for targeted assistance funds, provided that States provide the county of residence for the data submitted.

Questions regarding this proposed notice should be directed to Kathy Do at (202) 401-4579.
