SUBJECT: Notice of FY 2003 Proposed Social Service Allocations
Enclosed is the Proposed Notice of Allocations to States of FY 2003 Funds for Refugee Social Services published on July 21, 2003(68 FR 43142-43147).
Comments on the proposed notice must be received by the Office of Refugee Resettlement (ORR) in writing by close of business on August 20, 2003. Address written comments, in duplicate, to Kathy Do, Division of Budget, Policy, and Data Analysis (DBPDA), ORR, 370 L'Enfant Promenade, S.W., Washington, D.C. 20447; or by fax (202) 401-0981; or by email to email@example.com.
This notice includes $2.0 million in a set-aside allocation to support programs promoting marriage education, relationship enhancement, divorce reduction activities, or other activities that promote and sustain healthy marriages. To be eligible for the Healthy Marriage set-aside funds, States must notify ORR through a brief e-mail or letter within 30 days of the publication of this notice (by August 20, 2003) that they will use set-aside funds for the relationship skill building and marriage enhancement activities described in the notice of proposed allocations. This notice invites States that desire an adjustment to the State's three-year population to submit certain data on asylees and victims of a severe form of trafficking who have been provided assistance and/or services, in addition to refugee secondary migrants. Such evidence should be submitted separately as an EXCEL spreadsheet or other compatible spreadsheet format via e-mail to email@example.com no later than August 20, 2003.
