SUBJECT: Guidance to States/Wilson Fish agencies on the completion of the 2006/07 Annual Outcome Goal Plan
This letter and attached documents provide guidance to States/Wilson Fish agencies in completing the 2006/07 Annual Outcome Goal Plan.
In 1993, Congress passed the Government Performance and Results Act (GPRA). Since FY 1995, the Office of Refugee Resettlement (ORR) has been working in partnership with States/Wilson-Fish agencies to implement the requirements of the law into our refugee program. Our joint efforts have moved the program to a focus on results through the process of setting and reporting of annual outcome goals. These efforts have been recognized by the Office of Management and Budget (OMB) as consistent with the intent of GPRA. OMB has shared ORR's approach to implementation of GPRA with other Federal programs as a best practice. We should take pride in the work we've done to date and understand that continuous improvement in performance requires continuous effort.
To that end, this year marks a significant redesign of the electronic Annual Outcome Goal Plan format. A simplified, more automated Performance Goals and Actuals form, a separate, expanded Performance Narrative, a handy Final Completion Checklist, and revised step-by-step Instructions have been developed to make reporting performance outcomes as easy and efficient as possible. To inform future versions, a section for your suggestions for improving the forms and process has been included at the conclusion of the Performance Narrative.
This year, State Coordinators will receive via email individualized Annual Outcome Goal Plan forms for their program. These individualized forms will already have data on FY 2006 Goals pre-entered based on the previous year’s Annual Outcome Goal Plan submission. The individualized forms will be emailed by October 1, 2006.
Please review the attached FY 2006/07 Annual Goal Plan Instructions, Sample Performance Goals and Actuals, Sample Performance Narrative and Final Completion Checklist. The documents provide essential information for completing forms which will be emailed to you.
