SUBJECT: ORR and Employment and Training Administration Collaborative

In September of 2007 the Department Of Labor, Employment and Training Administration (ETA) and the Department of Health and Human Services, Office of Refugee Resettlement (ORR) entered into an agreement to develop strategies to encourage and enable organizations that provide employment services to refugees to become partners with local One-Stop career centers and to promote increased collaboration between both federal agencies. (See attached ORR State Letter 07-15)

One of the key aspects of the project is to hold Webinars that will inform both ETA and ORR partners of the collaborative initiative, involve local service providers in the learning process by researching work being done around the country, and communicate different innovative approaches with hopes of encouraging their replication.

The ETA/ORR Collaborative team held a Webinar on October 26, 2007 for the ETA regional offices to inform participants of the collaborative and, briefing them about the U.S. Refugee Resettlement Program. This was a multi-agency Webinar with presenters from the Department of Labor/Employment and Training Administration, Department of Health and Human Services/Office of Refugee Resettlement, and Department of State/Bureau of Population, Refugees and Migration.

The ETA/ORR Collaborative team will be holding a second Webinar on December 4, 2007 at 2pm EST for the purpose of gathering information on innovative approaches in serving refugee populations around the country, particularly as they deal with unique partnerships at the local level. Local Workforce Investment Boards, One-Stop career centers and refugee resettlement offices in the top 28 refugee serving cities in 14 states will be invited and are strongly encouraged to attend.

ORR also recommends that interested parties register at www.workforce3one.org and review the Webinar “ An Employment & Training Administration and Office of Refugee Resettlement Collaborative: An Informative Webinar” from October 26, 2007 to learn about the collaborative and the U.S. Refugee Resettlement Program.
