SUBJECT: Participation in 2008 Office of Refugee Resettlement National Consultation

Several weeks ago, I forwarded to you an invitation to attend the Office of Refugee Resettlement National Consultation on May 28-29, 2008, at the Hyatt Hotel in Crystal City, Virginia (reference ORR State Letter 08-10, dated March 24, 2008).

The purpose of this letter is to reinforce the importance of the annual National Consultation. The ORR Director is mandated by the Refugee Act of 1980 to consult “…with State and local governments and private nonprofit voluntary agencies concerning the sponsorship process and the intended distribution of refugees among the States and localities before their placement in those States and localities”(2)(A). “The Director shall develop and implement, in consultation with representatives of voluntary agencies and State and local governments, policies and strategies for the placement and resettlement of refugees within the United States.” (2)(B)

This forum is a prime opportunity in which this office can hear firsthand from State and local government and voluntary agencies about issues and concerns that are unique to your jurisdictions. The Consultation also provides the opportunity for all of us to consult, learn and share knowledge about effective policies and strategies for the placement and resettlement of refugees within the United States.

As ambassadors for refugees in your respective states and communities, it is crucial that you attend this Consultation to provide a voice that represents your larger community as a whole and, perhaps more importantly, a voice for the refugee clients for whom you provide a path to achieve social economic self-sufficiency.

I want to individually and collectively urge your attendance at this forum. Your successes, challenges, ideas, questions, issues and concerns are important to me as the principal representative of this agency. I eagerly look forward to your participation and involvement in this most important public meeting that will enhance and shape the direction of refugee resettlement in the United States.
