Making Use of Cost and Benefit Models

What are the Cost and Benefit Models?

  • Methods by which costs and benefits of PARIS outcomes can be calculated
  • Were developed as a result of the PARIS evaluation
  • Are designed to provide consistent approach to calculating costs and benefits
  • Are customized to fit different uses of PARIS data

Uses of PARIS Data (Outcomes)

  • Closing cases through identifying unreported moves
  • Adjusting benefit levels because of inaccurately reported income
  • Claims and recoveries established by identifying fraud and abuse
  • Coordinating benefits between Medicaid and other Federal insurance programs.
  • Models adjust for benefit levels in Medicaid, TANF and Food Stamps

Why Create Models?

  • To have a consistent approach to calculating PARIS costs and benefits for use by Federal officials
  • To give States tools for calculating costs and benefits of existing PARIS activities
  • To provide a structured approach to calculating costs and benefits of potential PARIS expansion
  • Eventually develop a manual for State and Federal use
