Joyce A. Thomas is the Regional Administrator for the Administration for Children and Families (ACF) Region V, Chicago. The Region is comprised of 6 states including Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin and 34 Tribal Nations. In her capacity Ms. Thomas serves as the regional eyes and ears for the HHS Assistant Secretary for ACF and partners with state, local, community based organizations, and tribes within the Region to promote economic independence and healthy development of children and families.
