Electronic Income Withholding Order
There is one enhancement to the e-IWO System.
Enhance e-IWO System.
The e-IWO System file layout is being modified from the original e-IWO pilot project to support the revised IWO Form and to accommodate the batching of orders, editing and reporting errors, and mapping electronic records to forms transmitted through the OCSE Network host.
Federal Case Registry
There are six enhancements to the FCR System. Two FCR enhancements in particular, Filter Redundant Proactive and Locate Response Data, and Return Title II Pending File Information (3 and 4 below) will increase your State's ability to receive and manage FPLS data. These enhancements are optional and can be initiated by completing an election form, which is located on the OCSE Website
- Track Intrastate FV Indicators and Remove FV Indicators as Participants/Cases are Deleted.
The FCR is being modified so intrastate (within a State) Family Violence Indicators (FVIs) will be tracked and removed as Participants/Cases are deleted. The process for managing intrastate FVIs will mirror the process for handling interstate (more than one State) FVIs.
- Use Name Match Routine for FCR Person Transactions.
The FCR is being modified to include the Social Security Administration's (SSA) name matching routine as part of the SSN/Name verification process for Person Add, Change and Locate transactions. The FCR will return a new code to indicate that the SSN/Name combination was not verified by SSA's SSN verification routines but did successfully pass a name matching routine.
- Filter Redundant Proactive and Locate Response Data.
The FCR is being modified to provide States with the option to suppress Positive Redundant Locate Responses.
- Return Title II Pending File Information.
The FCR is being modified to proactively return a new response record that will contain SSA Title II Pending Claim information. This change is scheduled for implementation in late May 2008.
- Automatically Return SVES Response Records for SSA External Locates (Discontinue E03 Response Record).
The FCR is discontinuing the Master Beneficiary Record (MBR) Locate process and replacing it with the SVES Title II Locate process. All States that are not currently using SVES will be converted to SVES processing for accessing Title II information. In addition, those States will also receive Title XVI and Prison information from SVES.
- Add SSA District Office Address to SVES Title II Response Record.
The FCR is being modified to include the SSA District Office Address on the SVES Title II Response Record.
Federal Offset System
There is one enhancement to the Federal Offset System.
- Improve Obligor Foreign Address Submission.
The Federal Offset System is being modified to provide States with the capability to enter foreign addresses through the online address change process.
Intergovernmental Referral Guide
There are five enhancements to the IRG, all of which were implemented on November 2, 2007.
- Add New Address Types for State Regional Office and Child Support Offices.
The IRG is being modified to allow States to enter contact information for up to 30 State regional offices per State and 20 child support offices per county. The organizational code that is associated with these address types will be modified to accommodate the expansion.
- Remove 'Add New Address' Button from View Only Screens.
The IRG is being modified to remove the Add New Address button from the State and Public users' view access pages. For State or Public view access, if no addresses are associated with a Central OCSE, Regional OCSE, or International address type, the user currently receives the message "No Address Available" with the Add New Address button displayed. The Add New Address button should not appear.
- Display the "International Records? Yes or No" Option with the "All Records" Download Section.
The IRG Address Download screen will be modified to accommodate the change that is needed to include the "International Records? Yes or No" option within the "All Records" download section.
- Add Tribal Address Information to the IRG System.
The IRG is being enhanced to provide current IRG functionality to support Tribal addresses.
- Add ACF Footer and "Last Modified Date" to all IRG Screens.
The IRG will be modified to have a footer and last modified date on all webpages used to add, modify, and delete address types and contact information.
Query Interstate Cases for Kids
There are two enhancements to the QUICK System.
- Design and Develop QUICK Case Activities.
The QUICK application is being enhanced with the addition of the Case Activities Module. States are interested in expanding the information that is available through QUICK to include case activities data. Although the Financial Module has been well received, some States were waiting for information on completed case activities, as well as worker contact information, to be added to QUICK. This change was implemented on December 3, 2007.
- Establish State Status Service.
The QUICK application is being modified so the QUICK users will be able to view a list of States that are using the QUICK System and the type of data available from each State.
