Mr. Noonan currently serves as the Acting Regional Administrator in ACF's Region III. In this capacity, he oversees the high-priority human services initiatives of the agency, administrative leadership and support for ACF’s Philadelphia staff and human service emergency planning, preparedness and response.
Previously, he served as Deputy Assistant Secretary (DAS) for Administration, at the Administration for Children and Families, U.S. Department of Health and Human Services. Among other duties, he lead efforts to streamline and improve the delivery of administrative services in support of ACF’s core mission areas. Prior HHS positions included the DAS for the HHS Office of Business Management and Transformation, acting Director for the HHS Office of Grants Management, and Director, Program Support Center, Administrative Operations Service.
Prior to joining HHS, Mr. Noonan served in the U.S. Navy in both the Pacific and Atlantic Fleets. He graduated with distinction from the U.S. Naval War College and received a Masters in Health Services Administration from The George Washington University.
