ACF Tribal Consultation on AFCARS

The Administration for Children and Families, U.S. Department of Health and Human Services, is hosting a Tribal Consultation on the Notice of Proposed Rulemaking (NPRM) on the Adoption and Foster Care Analysis and Reporting System (AFCARS), published in the Federal Register on April 19, 2019 (85 FR 16572). This page provides an overview of this consultation, which is scheduled for Monday, June 3, 2019 at the Marriot Pyramid Hotel in Albuquerque, NM from 10:00 a.m. - 12:00 p.m. MT.

During the session, Children’s Bureau leadership will be available to speak with tribal leaders or their designees to seek input on the NPRM which proposes to make changes to the AFCARS Final Rule that was published on December 14, 2016, including data elements relating to the Indian Child Welfare Act (ICWA).

In addition to the oral testimony presented during tribal consultation, the Children’s Bureau strongly encourages tribal leaders to comment in writing through the comment methods identified in the NPRM. Please be aware that the comment period for the NPRM closes on June 18, 2019. All testimony/comments relating to the 2019 AFCARS NPRM must be received on or before that date.

All Tribal leaders, representatives, and other Tribal attendees must register here. (Government staff & contractors should email ANAComments@acf.hhs.gov if you are planning to attend).

There will be a tribal leader caucus at 8:00 a.m. MT in the Yucatan Room (for those unable to attend the caucus in person, you can join by calling 866-763-4038 with passcode: 354503).

Hotel

There is no dedicated hotel accommodation for this location, however, attendees who wish to stay at the Marriot Pyramid can book a room at the Federal per diem rate with the hotel’s reservation coordinator, Rachel Miller at (505) 798-6446.

The Consultation will be held at the Albuquerque Marriott Pyramid North, 5151 San Francisco Rd NE, Albuquerque, NM 87109. Onsite check-in will begin at 9:00 a.m outside the Yucatan Room, and the Consultation will begin at 10:00 a.m.

Informational Call on 2019 AFCARS NPRM:

To prepare for consultation, CB is holding an informational call for tribal leaders and/or members of your staff that will provide an overview of the 2019 NPRM. Attending this call will allow for a more meaningful exchange during tribal consultation. During this informational overview of the 2019 NPRM, telephone lines will not be open.
