ANA Seeks Public Comment on Proposed Funding Opportunity Changes

The Administration for Native Americans is pleased to announce new proposed changes to the 2024 Notice of Funding Opportunities (NOFOs). The proposed changes will affect all five of ANA’s grant programs.

These changes were announced via a Federal Register Notice (FRN) Notice of Public Comment (NOPC) . ANA’s authorizing statute, the Native American Programs Act, requires an opportunity for public comment on proposed changes to ANA programs. The NOPC provides a 30-day public comment period. 

Proposed changes include:

  • Simplifying the overall NOFO and application process 
  • Funding grant awards fully upfront (vs incremental annual funding in the past)
  • Adjusting total award ceilings 
  • Reducing the qualification burden for state-recognized tribes and Pacific-Territory governments
  • Eliminating bonus points and evaluating projects on community need, thereby ensuring consistent consideration of all applications 
  • Reducing application requirements, scoring criteria, and page number

ANA’s new NOFOs are part of ANA’s Equity Action Plan to make our NOFOs more accessible to tribes and Native communities. ANA participated in an HHS-wide initiative to redesign and streamline funding opportunities. 

The public is invited to comment on the proposed changes no later than 3/18/2024. They may be submitted to anacomments@acf.hhs.gov
