A Notice of Proposed Rulemaking (NPRM) on the Adoption and Foster Care Analysis and Reporting System (AFCARS) is now available for public inspection and can be viewed here. It was published in the Federal Register on April 19, 2019 and will be open for comment for 60 days after publication. This NPRM proposes to streamline the AFCARS data elements from the December 2016 final rule.

Comments to the 2019 NPRM can be submitted beginning on April 19 at www.regulations.gov .
