May 1, 2013

ANA understands that recipients may need utilize unspent funds from a previous budget period in order to accomplish the incomplete activities listed in their Objective Work Plan (OWP). In order to do this, recipients will need written approval from ACF/ANA by submitting a carry-over budget amendment.

This site provides an overview of Non-Competing Continuations, which is an award made for additional funding/budget period wihtin a previously approved project period, through a non-competing process.
