ANA understands that grantees may need to modify their budget or other aspects of the approved grant in order to accomplish the activities listed in their Objective Work Plan (OWP). There are some cases where written prior approval from ACF/ANA is required before the grantee can implement the modification; these cases are referred to as grant amendments.  Grant amendments may include budget modifications, changes in key personnel, no-cost extensions, and carryover budgets.

Prior to submitting any grant amendments, or for questions on a change in scope, supplement, or No-Cost Extension (NCE), grantees should speak with their ANA program specialist.

Processing a grant amendment can take up to three months during ANA’s busy season, which lasts approximately from May through September. Therefore, it is important to submit requests as soon as you identify the need for a grant amendment. If you wait, it could result in project delays.

Important Information Regarding Grant Amendments and Continuations

  • ANA is now processing all grant amendments and continuation applications through GrantSolutions.
  • All applicants must have a DUNS number ( Visit disclaimer page ) and an active registrations with the Systems for Award Management (, Visit disclaimer page ).
  • Obtaining a DUNS Number may take 1 to 2 days.
  • All applicants are required to maintain an active SAM registration until the application process is complete. If a grant is awarded, registration at SAM must be active throughout the life of the award.
  • HHS requires that all entities that plan to apply for, and ultimately receive, federal grant funds from any HHS Agency, or receive sub-awards directly from recipients of those grants funds to:
    • Be registered in SAM prior to submitting an application or plan;
    • Maintain an active SAM registration with current information at all times during which it has an active award or an application or plan under consideration by an OPDIV; and
    • Provide its active DUNS number in each application or plan it submits to the OPDIV.
  • ACF is prohibited from making an award until an applicant has complied with these requirements. At the time an award is ready to be made, if the intended recipient has not complied with these requirements, ACF:
    • May determine that the applicant is not qualified to receive an award; and
    • May use that determination as a basis for making an award to another applicant.

Note: Your organization's SAM registration MUST be updated annually.
