TO: All State IV-D Directors,

Dear Colleagues;

Annually, each state is required to complete and submit to the Federal Office of Child Support Enforcement (OCSE) two signed certification documents.

The FPLS Annual Safeguarding document certifies that your state is compliant with safeguarding and security requirements relating to locate information received from the FPLS and that information is used only for the intended purposes.

The FCE Annual Certification Letter document certifies that the information submitted by your state meets the legal requirements for federal offset, passport denial, multistate financial institution data match and federal insurance match. It also provides information as to your state’s preferences regarding mailing of pre-offset notices, holding periods, and contact information.

Both certifications require the signature of your state’s IV-D Director or designee. Copies of both documents are attached for your use. Please submit a signed copy of each certification document by September 16, 2011, to the Federal Collections Unit by fax at (202) 401-5553 or by email scollections@acf.hhs.gov
