RE: Federal Parent Locator Service Safeguarding Certification & the Federal Collections and Enforcement Programs Annual Certification Letter
Dear Colleague:
Annually, each State is required to submit to the Federal Office of Child Support Enforcement (OCSE) two signed certification letters. One letter certifies to OCSE that your State is compliant with safeguarding and security requirements relating to locate information received from the Federal Parent Locator Service (FPLS). Assurance that information is used only for the intended purposes is a governmental responsibility. If you have any questions regarding this safeguarding certification, please call Dionne Williams at (202) 690-5375.
The other letter pertains to the Federal Collections and Enforcement Programs and certifies to OCSE that the information submitted by your State meets the legal requirements for Federal Offset and Passport Denial. It also provides information as to your State's preferences regarding mailing of pre-offset notices, holding periods, and contact information. Both certification letters require the signature of the IV-D Director or designee. Copies of both letters are enclosed for your use. Please fax a copy of each signed certification document to Joan O’Connor at (202) 401-5558 by September 21, 2007. Mail the originals for our records to the following address:
