RE: Federal Parent Locator Service (FPLS) Safeguarding Certification & Federal Collections and Enforcement (FCE) Programs Annual Certification Letters
Dear Colleague:
Annually, each state is required to complete and submit to the Federal Office of Child Support Enforcement (OCSE) two signed certification documents.
The FPLS Annual Safeguarding document certifies that your state is compliant with safeguarding and security requirements relating to locate information received from the FPLS and that information is used only for the intended purposes.
The FCE Annual Certification Letter document certifies that the information submitted by your state meets the legal requirements for federal offset, passport denial, multistate financial institution data match and federal insurance match. It also provides information as to your state’s preferences regarding mailing of pre-offset notices, holding periods, and contact information.
Both certifications require the signature of your state’s IV-D Director or designee. Copies of both documents are enclosed for your use. Please fax a signed copy of each certification document by September 17, 2010, and mail the originals for our records to:
