DEAR COLLEAGUE LETTER

RE: Notice of Open Comment Period - Standard Intergovernmental Forms
Dear Colleague:
Public Law 104-193, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 amended 42 U.S.C. 666(f) to require state child support enforcement agencies to enact the Uniform Interstate Family Support Act (UIFSA) into state law. Section 311(b) of UIFSA requires states to use standard intergovernmental forms as mandated by federal law, and 45 CFR 303.7(a)(4) requires states to use federally approved forms in intergovernmental cases, unless a country has provided alternative forms included in an OCSE country-specific caseworker’s guide. The current forms expire in May 2014.
In compliance with the requirements of Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Administration for Children and Families is soliciting public comment on the forms. As of July 1, 2013, a notice for public comment has been posted to the Federal Register in Volume 78, Number 126 on page 39298.
We request that during the 60-day comment period you review the current forms and instructions. Please provide your comments and suggestions to Debbie Ward at debbie.ward@acf.hhs.gov within the 60-day period that began July 1, 2013. Following this comment period, we will review the comments, take them under consideration, and submit the revised forms to the Office of Management and Budget.
Sincerely,
Vicki Turetsky
