SUBJECT: 2001 Revisions to the Uniform Interstate Family Support Act (UIFSA)

BACKGROUND: The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 (P.L. 104-193) mandated state child support enforcement agencies to adopt the Uniform Interstate Family Support Act (UIFSA) of 1996. This Act offered solutions to many of the long-standing problems that plague interstate child support collections. In August 2001, the National Conference of Commissioners on Uniform State Laws (NCCUSL) approved amendments to the 1996 version. The August 2001 amendments were developed to clarify or enhance UIFSA rather than conflict with the 1996 version of the Act. The attached "Techniques for Effective Management of Program Operations (TEMPO)" summarizes the changes to the 1996 version and explains, in detail, the changes that have the most significant impact on child support enforcement caseworkers and attorneys. This TEMPO may be used as a technical assistance tool for state, tribal, and local child support enforcement agencies.
