SUBJECT: Open Comment Period — OCSE-396 and OCSE-34 (OMB No. 0970-0181)

Dear Colleague:

In compliance with the requirements of Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Administration for Children and Families has submitted a request to continue the collection of information on the OCSE-396 Child Support Enforcement Program Expenditure Report submitted by states and OCSE-34 Child Support Enforcement Program Collection Report submitted by states and tribes (OMB No. 0970-0181). The current OMB approval expires on May 31, 2017. As of February 15, 2017, a notice for public comment has been posted to the Federal Register in Volume 82, Number 30 on page 10775 .

Subject to any additional comments received, the known minor changes will be:

  • Form OCSE-396 and Form OCSE-34: Change the submission date from 30 to 45 days following the end of each quarter in response to amended federal regulations at 45 CFR 301.15(b)(2) and 45 CFR 309.130(b)(4).
  • Form OCSE-396: Eliminate Line 6, “Automated Data Processing (ADP) Expenditures That Do Not Require an Advanced Planning Document.” OCSE is no longer approving ADP costs without an APD. All ADP costs for a Child Support Enforcement System will continue to be reported on Lines 4 and 5. Line 6 will be designated as “(Reserved)”; Lines 7 through 16 will not be renumbered.

Instructions for submitting comments are included in the notice. Consideration will be given to comments and suggestions submitted within 60 days of the notice.
