Dear Colleague:

We notified you in the Dear Colleague Letter 15-10 that the Internal Revenue Service (IRS) was proposing extensive changes to its existing background investigation requirements for employees and contractors with access to federal tax information (FTI).

The IRS held multiple calls in September 2015, with child support agencies and other agency partners, to explain its proposed background investigation requirements and answer questions.  In response to many requests, the IRS posted Office hours notes:  Background investigation requirements  (PDF) on its website.

The IRS plans to revise Publication 1075, “Tax Information Security Guidelines for Federal, State, and Local Agencies,” in November or December 2015.  Until then, please continue to use the October 2014 version .
