TO:STATE AGENCIES ADMINISTERING CHILD SUPPORT ENFORCEMENT PLANS UNDER TITLE IV-D OF THE SOCIAL SECURITY ACT AND OTHER INTERESTED INDIVIDUALS.

SUBJECT:Implementation of Revised Form OCSE-25, "Quarterly Budget Estimates".

ATTACHMENTS:A copy of Form OCSE-25 is attached. Completion instructions are on the reverse side of the form.

BACKGROUND:With the enactment of the Child Support Enforcement Amendments of 1984 (P.L. 98-378) and the Deficit Reduction Act of 1984 (P.L. 98-369), several key changes were made to the Federal funding of the title IV-D program. All the financial reporting forms used by this agency were revised to accommodate these changes and provide additional data requested by OMB. In this revision process, certain data items were omitted from the new Form OCSE-25 which have now been determined to be useful and necessary information to OCSE, to State IV-D agencies and to the Office of Family Assistance, with whom this information is shared. This additional revision is being made to restore these data items to Form OCSE-25.

It has also been determined that the necessary information can be provided by the State agencies with only semi-annual submissions of this form.

SUBMITTAL AND DISTRIBUTION SCHEDULE:The following copies are to be sent to the Central and Regional Offices by March 30 and September 30 each year:

EFFECTIVE DATE:The revised Form OCSE-25 is effective immediately and should be used for the report due March 30, 1986.

SUPERSEDED MATERIAL:The May 1985 edition of Form OCSE-25 is considered obsolete and should no longer be used.

The portions of Action Transmittal OCSE-AT-85-04, dated April 5, 1985, that pertain to Form OCSE-25 are superseded by these revised reporting requirements.
