DEAR COLLEAGUE LETTER

DCL-14-02

DATE:  February 10, 2014

TO: ALL STATE IV-D DIRECTORS

RE:  Open Comment Period – State Plan (OMB No. 0970-0017)

Dear Colleague:

Sections 452, 454, and 466 of the Social Security Act outline the requirements for submission of a state plan and plan amendments for the child support enforcement program.  The Office of Child Support Enforcement has approved a IV-D state plan for each state.  Federal regulations require states to amend their state plans only when necessary to reflect new or revised federal statutes or regulations or material change in any state law, organization, policy, or IV-D agency operations.  The state plan consists of the preprinted state plan pages, any related attachments, and the transmittal form (OCSE-21-U4), and contains all information necessary for us to approve the state plan.

In compliance with the requirements of Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Administration for Children and Families is soliciting public comment on the state plan and OCSE-21-U4 (PDF).  As of January 14, 2014, a notice for public comment has been posted to the Federal Register, page 2445, volume 79, and number 9  (PDF).  The current forms will expire on July 31, 2014.

We request that during the 60-day comment period you review the current state plan and OCSE-21-U4.  Please provide your comments and suggestions by March 15, 2014.  When commenting, please be sure to reference OMB number 0970-0017.

Sincerely,

Vicki Turetsky
