RE: Submittal of the OCSE-157 Report for FY 2010 and Resubmission of FY 2009 Data Found to be Incomplete or Unreliable
Dear Colleague:
This letter is being issued as a reminder to state agencies administering Child Support Enforcement Programs under Title IV-D of the Social Security Act of the importance of the timely submission of Child Support Enforcement Annual Data Reports (OCSE-157) to the Office of Child Support Enforcement (OCSE). Initial reports are due by October 30, 2010, and revised reports are due no later than December 31, 2010 via mail or online reporting.
We are also reminding states of the importance of correcting and resubmitting any incomplete or unreliable child support data reported for FY 2009 and previous years, and of other circumstances under which states can resubmit data. States may only resubmit previously reported data if they fall into one of the following three categories:
- A state’s data for any line were found to be incomplete or unreliable and are needed to show improvement in performance for any measure.
- A state’s data were found to be incomplete or unreliable for lines needed to compute a state’s Paternity Establishment Percent (PEP), lines 5 and 6 (IV-D PEP) or 8 and 9 (Statewide PEP) for FY 2009, or lines 5 (IV-D PEP) or 8 (Statewide PEP) for FY 2008.
- A state is changing its PEP option from the Statewide (lines 8, 8a and 9) to IV-D (lines 5, 5a and 6) or from IV-D to Statewide PEP for FY 2010. Data must be submitted on the FY 2010 OCSE-157 report for lines 5, 5a, 6, and 8, 8a, and 9. In addition, if the state performance for FY 2010 is under 90 percent, the state must also submit a 2009 OCSE-157 report showing lines 5a and 6 (IV-D) or lines 8a and 9 (Statewide), if these data were not submitted previously or if the state wishes to revise data previously submitted.
States may revise previously submitted reports by submitting new ones; however, all final revised reports must be in OCSE or postmarked no later than December 31, 2010, to be accepted.
When submitting the report, please be sure that an original is submitted to OCSE in Washington, DC, via mail or the Online Data Collection (OLDC). If a state chooses to submit the OCSE-157 report through the OLDC system, it must also submit a hard copy to the regional office, in addition to its submission through OLDC. Officials are also reminded to place the state name in the appropriate field, mark the report new or revised, and indicate which PEP the state has chosen.
The OLDC system is the most convenient and efficient way to submit the required report, so we encourage all states to use this electronic system.
States are also reminded to report data on lines 1d, 1e, 1f, 1g, 2f, 2g, 2h, 2i, 33, 34, 35, and 36 for FY 2010 by October 30, 2010 with final revisions in by the December 31 deadline.
State officials should review reports for accuracy and make sure all fields are completed. Again, all final revised reports must be in OCSE or postmarked no later than December 31, 2010.
