SUBJECT: Release of Updated Version of "Automated Systems for Child Support Enforcement: A Guide for States"

The Office of Child Support Enforcement (OCSE) is releasing an updated version of "Automated Systems for Child Support Enforcement: A Guide for States". OCSE developed this Guide to assist the States and Territories as they consider optional enhancements and modifications to their statewide CSE systems.

This version includes some, but not all, recommended system changes related to new statutory or regulatory requirements of the Deficit Reduction Act of 2005, which States may chose to automate. We included optional functionality such as electronic income withholding and QUICK, a web-based process to obtain interstate financial and case status information from participating states. We also included a new section on utilizing the statewide system to support customer service. This version is intended to be used electronically as a web-based version because it includes numerous hyperlinks to OCSE grant abstracts and best practices in State automation.

OCSE intends to periodically update this document, when the Deficit Reduction Act regulations are published in final, the Distribution Workgroup issues its recommendations and after implementation of the CSE Data Standards Registry. If you have any suggestions for improvements to this document, especially examples of state best practices in automation, please let us know.

If you have any questions or comments about this version or recommendations for additions for the next version of the Guide, please contact Ms. Robin Rushton, Director, Division of State and Tribal Systems, OCSE at (202) 690-1244 or email: rrushton@acf.hhs.gov.

Sincerely,

Margot Bean
