Emergency Preparedness, Response, and Recovery Resources from Federal Partners
Federal partners have created various resources to assist communities in preparing, responding or recovering from a disaster event. Below are ACF identified resources that are specifically relevant to ACF grantees. This list is not all inclusive.
Federal Emergency Management Agency (FEMA)
Public Assistance Program – FEMA’s Public Assistance grant program provides federal assistance to government organizations and certain private nonprofit organizations following a Presidential disaster declaration. ACF grantees should work with FEMA to determine eligibility.
Individual Assistance Program – FEMA’s Individuals Assistance program is part of the Agency’s Individuals and Households Program. This program provides financial and/or direct assistance to eligible applicants who, as a result of a major disaster or emergency, have necessary expenses and serious needs that are unmet through insurance or other means. Disaster or emergency impacted individuals should work with FEMA to submit an application.
Disaster Case Management Program (DCMP) – In the event of a Presidentially Declared disaster, the Governor or Tribal Executive of the impacted State or Tribal government may request an option to apply for a DCMP. The program provides funding and technical assistance to ensure the delivery of holistic services to disaster survivors and promotes effective delivery of post-disaster case management services, partner integration, provider capacity building and State level program development. One of the options available to States and Tribes for implementation is ACF’s Immediate Disaster Case Management Program. For more information on DCMP please contact FEMA.
Crisis Counseling Assistance and Training Program (CCP) – CCP is a supplemental assistance program. It funds mental health assistance and training activities in areas which have been Presidentially declared a disaster. The U.S. Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration (SAMHSA) works with FEMA through an interagency agreement to provide technical assistance, consultation, grant administration, program oversight and training for state mental health authorities and designated tribal authorities.
The Hazard Mitigation Grant Program (HMGP) - The purpose of HMGP is to help communities implement hazard mitigation measures following a Presidential Major Disaster Declaration in the areas of the state, tribe, or territory requested by the Governor or Tribal Executive. The key purpose of this grant program is to enact mitigation measures that reduce the risk of loss of life and property from future disasters.
Tribal Declarations Pilot Guidance - The Sandy Recovery Improvement Act of 2013 amended the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide federally recognized tribal governments the option to request a Presidential emergency or major disaster declaration. Ready - Launched in February 2003, Ready is a National public servie campaign designed to educate and empower the American people to prepare for, respond to and mitigate emergencies, including natural and man-made disasers.

The Office of the Assistant Secretary for Preparedness and Response (ASPR)
ASPR's Division of At-Risk Individuals, Behavioral Health & Community Resilience (ABC) provides policy leadership, subject matter expertise, and coordiantion to ensure that the access and functional needs of at-risk individuals, behavioral health, and community resilience are integrated in the public health and medical emergency preparedness, response, and recovery activities of the nation.
ABC has a number of disaster behavioral health resources available for communities. These resources include a number of fact sheets, tools and reports.
The Small Business Administration (SBA)
SBA has information and resources for how small business (or ACF grantees/non-profit organizations) could prepare for emergencies. SBA provides relevant information that can assist with emergency preparedness, obtaining financial assistance after a disaster, and disaster cleanup.
