ACF Capabilities

When called upon to assist a community affected by a disaster, ACF can deploy a number of human services subject matter experts into the affected community. ACF can also provide support from its centralized location.

ACF's Deployable Capabilities

Liaison Officer to the National Response Coordination Center (NRCC)

An OHSEPR staff member or Regional Emergency Management Specialist (REMS) will support the NRCC.They will serve as a liaison between FEMA and ACF to answer any questions and provide information on ACF programs and disaster related human service needs.

Liaison to the Regional Response Coordination Center (RRCC) or FEMA Joint Field Office

Regional Emergency Management Specialist (REMS) of the affected region or other REMS/OHSEPR staff will support the RRCC when requested and serve as a liaison between FEMA and ACF.

Human Services Liaison to the Incident Response Coordination Team

A REMS or OHSEPR staff member will facilitate coordination and delivery of technical assistance from other agencies within the Department of Health and Human Services (HHS) with programmatic expertise on behalf of ACF.

Children and Youth Needs Subject Matter Expert

An OHSEPR staff member, or REMS, will support federal, state, Tribal, territorial, and local interagency efforts to conduct impact and needs assessments for human services/social services in the affected communities. They can also provide technical assistance regarding strategic leveraging of ACF programs to address post-disaster needs.

Immediate Disaster Case Management (IDCM) Assets

A team comprised of individuals who are identified, screened, credentialed, and trained by ACF will work directly in the implementation and monitoring of recovery plans for disaster survivors and their families to ensure clients are meeting the required goals of disaster case management services.

ACF Non-Deployable Capabilities

ACF Incident Management Team (IMT)

The ACF IMT brings together OHSEPR staff in Operations, Logistics, Planning, Admin/Finance, and Immediate Disaster Case management (team leads). The team is stood-up during a level 1 or 2 activation to support federal, state, and Tribal territories when a disaster impacts our supported programs.

ACF Programmatic Technical Assistance

ACF OHSEPR, REMS, ERRF members or designated Emergency liaison POCs will support federal, state, Tribal, territorial, and local interagency efforts and provide assistance leveraging of ACF programs to address post-disaster needs.

ACF Watch Desk

Situational Awareness monitoring 24 hours per day, 7 days per week, 365 days a year. ACF OHSEPR implemented an on-call watch officer with trained and credentialed staff members to monitor any information that is sent to the ACF Watch Desk during nights and weekends.

Liaison the to the HHS Emergency Management Group (EMG)

An OHSEPR staff member, appointed by the Director or deputy, will serve as a conduit between OHSEPR the HHS EMG. This liaison will provide technical assistance and ensure ACF human services representation during an HHS activation and request by the Assistant Secretary for Preparedness and Response (ASPR).
