Immediate Disaster Case Management

The Immediate Disaster Case Management (IDCM) program supports states, tribes, and territories (STT), local, and non-profit organizations by providing disaster case management (DCM) services to individuals and families impacted by a disaster.

The goals of IDCM are to:

  • Assess disaster-caused unmet needs on individuals and families
  • Develop a recovery plan and link disaster survivors to resources and programs that will promote a more rapid and equitable recovery
  • Build and strengthen local DCM infrastructure by providing DCM training

When activated, the ACF’s IDCM program services are:

  • Administered by the OHSEPR
  • Time-limited up to 180-days
  • Activated at the request of STTs through FEMA
  • Funded by Disaster Relief Funds (DRF)
  • Delivered through an ACF IDCM contract which provides screened, credentialed, and trained disaster case managers

The ACF IDCM program can also provide DCM training to states and their local Non-Governmental Organizations (NGOs) in an effort to build and strengthen the local DCM infrastructure.

The IDCM program is one of FEMA’s Federal Disaster Case Management Program (DCMP) options as authorized by Section 426 of the Stafford Act.
