This State Letter reviews the definition of Category One "Cuban and Haitian entrants" and clarifies the acceptable documentation for ORR-funded benefits and services.

As of April 4, 2001, asylees should receive unrestricted social security cards without the notation "Valid For Work Only With INS Authorization."
