This document highlights the accomplishments of the The Office of the Deputy Assistant Secretary for Early Childhood Development (ECD) which is the focal point within HHS for early childhood development. ECD provides oversight to two of the largest early childhood federal programs — Head Start and Child Care including the Early Head Start — Child Care Partnerships.

This final report on the SAC grants covers the grant awards period, December 2009 through September 2013 and it highlights general themes across the states and presents each state’s accomplishments in meeting the grant requirements. The Administration for Children and Families awarded $92 million to 45 states, the District of Columbia, American Samoa, Guam, the U.S. Virgin Islands, and Puerto Rico to develop high-quality early childhood education systems.
