ACF-800 - Annual Aggregate Child Care Data Report form and instructions for federal fiscal years FY2019 and earlier)

This Information Memorandum transmits a FEMA Fact Sheet regarding reimbursement for child care services during federally declared major disasters and emergencies and provides guidance to CCDF grantees regarding certain reimbursable activities. Grantees are encouraged to share this guidance with their State or local emergency management officials.

This Information Memorandum provides guidance to assist Lead Agencies in the development of comprehensive emergency preparedness and response plans for child care and the CCDF program. The Office of Child Care (OCC) recommends that each Lead Agency develop a plan to address preparedness, response, and recovery efforts specific to child care services and programs. In addition to this guidance, Attachment A provides resources from OCC and other partner agencies and organizations that are available to assist Lead Agencies in emergency preparedness and response planning.

Technical Bulletin #8r-v6: ACF-801 Clarifications

 The purpose of this Technical Bulletin is to clarify a number of issues surrounding the ACF-801 reporting requirements. Section II provides guidance related to definitions of specific data elements and data element response options. Section III contains contact information if you have questions or need further assistance.

This Technical Bulletin lists the data standards for the Child Care and Development Fund (CCDF) Annual ACF-800 Report submitted by states and territories to the Administration for Children and Families (ACF), Office of Child Care (OCC), including key state-level data required by the Child Care and Development Block Grant (CCDBG) Act of 2014 (Public Law 113-186).

This Technical Bulletin describes the formatting requirements for the ACF-801 data submission file. These formatting guidelines should be followed by all States and Territories when creating the file for electronic submission to the Administration for Children and Families (ACF). All questions about the file format should be directed to the Child Care Automated Reporting System (CARS) Team.

This Program Instruction is intended to provide guidance on two specific requirements applicable to ARRA funds which have not previously been applied to CCDF funds. These provisions include wage rate requirements and domestic content requirements applicable to the use of ARRA funds for construction, alteration, maintenance, or repair. The provisions were included in the HHS Standard Terms and Conditions for ARRA funds (attached).

The purpose of this Information Memorandum is to provide guidance on flexibility within the CCDF program and use of supplemental CCDF Discretionary funds provided by the American Recovery and Reinvestment Act of 2009 (ARRA)(Public Law 111-5).

The purpose of this Program Instruction is to inform States and Territories of the reauthorized and modified collection of the ACF-801 Report. The form and instructions are attached.

This Program Instruction distributes the revised Form ACF-696 CCDF Financial Report, which was approved by the Office of Management and Budget (OMB) under OMB Control Number 0970-0510.
