This document highlights the accomplishments of the The Office of the Deputy Assistant Secretary for Early Childhood Development (ECD) which is the focal point within HHS for early childhood development. ECD provides oversight to two of the largest early childhood federal programs — Head Start and Child Care including the Early Head Start — Child Care Partnerships.

In 2015 ACFs focus continued on equal access to high quality services in early childhood. Some of the highlights from the year include developing and implementing a new, cross-sector Early Childhood Training and Technical Assistance (T/TA) system; implementation of Early Head Start - Child Care Partnerships; policy guidance on suspension and expulsion, inclusion, and family engagement; Head Start’s 50th Anniversary; and our release of the Head Start Performance Framework.
