ORR advises refugees of the legal requirement to do three things: 1) apply to USCIS to adjust their status to Lawful Permanent Resident (LPR) after one year in the U.S. in refugee status, 2) advise USCIS prior to travel outside the U.S. so they can be issued the Refugee Travel Document, and 3) report their change of address to USCIS.

As of April 4, 2001, asylees should receive unrestricted social security cards without the notation "Valid For Work Only With INS Authorization."

Provides basic information about "public charge" issues, which are aspects of immigration law under the jurisdiction of the Department of Homeland Security (DHS).

Provide technical assistance by clarifying a grantee/recipient's obligations in determining how to assist LEP persons.

Clarifies that Afghan Special Immigrants are eligible for ORR benefits and services beyond September 30, 2008.

Stipulates that Iraqi/Afghan Special Immigrants are eligible for ORR benefits/services but are limited to 6 months from date of admission to U.S.

Afghan and Iraqi Special Immigrants are now eligible for ORR benefits and services for the same time period as refugees.

Stipulates that non-Cuban spouses and children are not eligible for ORR benefits and services unless they have another status qualifying them for ORR assistance.

This State Letter reviews the definition of Category One "Cuban and Haitian entrants" and clarifies the acceptable documentation for ORR-funded benefits and services.
