The purpose of this Information Memorandum (IM) is to inform state and tribal title IV-B and title IV-E agencies of a final rule issued by the United States Department of Health and Human Services (HHS) Office for Civil Rights (OCR) that implements Section 504 of the Rehabilitation Act of 1973 (Section 504).
The purpose of this Program Instruction (PI) is to instruct tribal title IV-E agencies administering or supervising the administration of title IV-E under sections 479B and 471(a) of the Act on the title IV-E prevention program requirements, the exemption of tribal title IV-E agencies from the evaluation waiver and continuous quality improvement requirements, and on the flexibility title IV-E agencies may provide to tribes with whom they have agreements under section 472(a)(2)(B)(ii) of the Act. This PI supersedes ACF-ACYF-CB-PI-18-10 issued November 30, 2018, upon publication.
This Program Instruction (PI) provides State, Territorial, and Tribal title IV-E agencies (hereafter, "title IV-E agencies") with the renewed and revised form and instructions approved by the U.S. Office of Management and Budget (OMB) for reporting quarterly financial information on the title IV-E Foster Care, Adoption Assistance, Guardianship Assistance, Kinship Navigator and Prevention Services Programs, as well as annual reporting data for Adoption Savings.
The purpose of this Information Memorandum (IM) is to increase awareness of the prevalence and impact of domestic violence on children, youth, and families, to highlight effective strategies to support families impacted by domestic violence, and encourage titles IV-E and IV-B agencies to enhance partnerships with Family Violence Prevention and Services Act grant recipients, State Domestic Violence Coalitions, tribal programs, culturally specific domestic violence programs, community-based organizations focused on supporting families impacted by domestic violence, and other critical service providers to improve outcomes for children, youth, and families impacted by domestic violence.
This Program Instruction (PI) provides guidance on the eligibility requirements and grant application procedures for the State CIP grant for FY 2025, including updating the five-year strategic plan, and to provide guidance on the requirements for state courts to continuously assess and improve the handling of court proceedings related to child welfare and enhance collaboration with title IV-B/IV-E agencies and tribes.
