This Program Instruction (PI) provides State, Territorial, and Tribal title IV-E agencies (hereafter, "title IV-E agencies") with the renewed and revised form and instructions approved by the U.S. Office of Management and Budget (OMB) for reporting quarterly financial information on the title IV-E Foster Care, Adoption Assistance, Guardianship Assistance, Kinship Navigator and Prevention Services Programs, as well as annual reporting data for Adoption Savings.

This document presents state data—by race and ethnicity—for foster care entry rates and disproportionality rates in fiscal year 2022.

AFCARS Report #30

This report provides preliminary estimates of Adoption and Foster Care Analysis and Reporting System (AFCARS) data for FY 2022. As states are permitted to resubmit AFCARS data, the estimates may change over time. This report reflects all AFCARS data received as of May 9, 2023 related to AFCARS reporting periods through September 30, 2022.

The purpose of this Information Memorandum (IM) is to inform title IV-E agencies that a NPRM was published proposing to amend the AFCARS regulations to require state title IV-E agencies to collect and report data elements related to the procedural protections of the Indian Child Welfare Act of 1978 (ICWA). This NPRM was published in the Federal Register on February 23, 2024 (89 FR 13652 ).

This technical bulletin is a revision to the Technical Bulletin #1 that was originally published on August 19, 2019.  This revised Technical Bulletin #1 provides additional information regarding the file structure for the data elements to be submitted by IV-E agencies for each child who received IV-E prevention services, as required by FFPSA.

This presentation highlights the New Jersey Department of Children and Families (NJ DCF) Manage by Data Fellows program, which is a nationally recognized initiative.
