This brief summarizes significant accomplishments and the lessons learned through the RISE project in its first five years.

PII Approach

September 25, 2015

PII is distinguished by its integration of implementation science and rigorous evaluation, known as the PII Approach. This approach supports the implementation of an intervention, as planned, and the use of data-informed decision-making in preparation for undergoing a rigorous evaluation.

The RISE (Recognize Intervene Support Empower) Initiative of the Los Angeles Gay & Lesbian Center aims to improve permanency for lesbian, gay, bisexual, transgender, and questioning (LGBTQ) children and youth in the foster care system by reducing heterosexism and anti-gay and anti-transgender bias.

The Washoe County Department of Social Services aims to reduce the number of children in long-term foster care by implementing an intervention approach, SAFE-FC, to keep children safe, prevent them from coming into care, and to improve permanency outcomes for subgroups of children who have the most serious barriers to permanency.

California Partners for Permanency (CAPP) is establishing new norms in partnering with the community to lift up and address institutional racism and trauma in public child welfare.

The PII-TTAP team provides training and technical assistance to support the PII grantees in better meeting the needs of children and families by developing/adapting, implementing, and scaling up interventions in child welfare. PII-TTAP accomplishes this by providing innovative yet practical training and technical assistance; building capacity for implementation within PII grantee organizations through knowledge dissemination; developing tools for effective application and transfer of implementation best practices; and actively coordinating and collaborating in implementation and evaluation activities.

The Evaluation Team (ET), overseen by the Office of Planning, Research & Evaluation, is charged with designing and carrying out a cross-site evaluation and rigorous, grantee-specific evaluations. PII-ET examines the implementation and effectiveness of the evidence-supported interventions developed and adapted under PII.

The Illinois Department of Children and Family Services will demonstrate, and take to scale statewide, an evidence-based trauma intervention to promote more timely achievement of permanency among youth ages 11 to 16 who have reached their 2-year anniversary in foster care.
