This brief DSS presentation provides targeted guidance to title IV-E agencies on whether to submit an updated Cost Allocation Methodology (CAM) or Public Assistance Cost Allocation Plan (PA-CAP) as a result of the Comprehensive Child Welfare Information System (CCWIS) transition period ending on July 31, 2018.

The Children’s Bureau (CB) is currently providing technical assistance and coaching to states interested in leveraging an Agile framework into their procurement, development, and management approach to child welfare development projects. LeadingAgile is the agency contracted with CB to provide this short term technical assistance to states who have interest in utilizing Agile methodologies.

Rafael López, ACYF commissioner, and other Federal personnel will discuss the advantages and opportunities provided through this new approach to how systems are procured. California staff will provide an overview of what is happening as they move forward with their IT modernization using this agile procurement approach.

This presentation provides an overview of web services, how they use different types of patterns, and their purpose in effectively exchanging data in real time between heterogeneous systems. The presentation introduces the concept of service-oriented architecture using web services and how these web services can be used to integrate diverse repositories of data as well as to create efficient solutions for sharing and accessing data across the enterprise.

In this presentation, the Children's Bureau hosted a state panel discussion on building and maintaining data exchanges between education and child welfare information systems. This discussion included a description and background of the data exchanges for Kentucky, New York, New York City, and Wisconsin. Topics discussed included data security and use, maintaining and enhancing the data exchange, and lessons learned.

CCWIS Cost Allocation

This Technical Bulletin (TB) provides title IV-E agencies with information regarding the process for allocating CCWIS project costs and the associated federal financial participation (FFP) funding implications. Understanding the cost allocation requirements and their impact on funding may influence how title IV-E agencies plan, design, develop, implement, and operate their CCWIS. This guidance is not applicable to a title IV-E agency that is developing or operating a non-CCWIS application.

This DSS presentation is the first in a two-part series on CCWIS cost allocation and the difference between CCWIS and non-CCWIS cost allocation.  It provides an overview of cost allocation and CCWIS Technical Bulletin #5.  The webinar also explains the CCWIS Automated Function Checklist and its use for cost allocation.

 

This technical bulletin provides agencies with information required to create the AFCARS data files.  It provides technical specifications on the structural layout of the XML data and shares the XML schema for the Out-of-Home Care File and the Adoption and Guardianship Assistance File.  It also covers information on encryption of the file records.
