This report provides preliminary estimates of Adoption and Foster Care Analysis and Reporting System (AFCARS) data for FY 2014. As states are permitted to resubmit AFCARS data, the estimates may change over time.

The PII approach integrates the tenets of implementation science and program evaluation into a coordinated framework to support and evaluate this initiative. This brief describes the steps in the PII approach.
