This technical bulletin gives reporting instructions and provides examples for the AFCARS 2020 out-of-home care and adoption and guardianship assistance data elements. Following the regulation language, CB provides explanatory text, examples, differences between AFCARS 1993 and AFCARS 2020, and data reporting standards.

It includes a brief description of the changes from the current AFCARS reporting to the new reporting based on the final rule. It also introduces the new compliance and penalties sections of the final rule. This webinar described Idaho's and Arizona's experiences implementing child welfare information systems using Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Software as a Service (SaaS), and Commercial-off-the-Shelf (COTS) cloud computing. Florida staff described law enforcement involvement in the investigation process as well as automation to support criminal history checks. New Mexico staff described a law enforcement portal, which supports collaborative work with families. Both states discussed lessons learned and the panel concluded with a question and answer session.
