This Information Memorandum (IM) provides title IV-E agencies that choose to develop a CCWIS with information on SBOMs.  Agencies can use SBOMs to enhance CCWIS security by supporting source code integrity and software supply chain security.  This IM provides information and resources applicable to federal information technology (IT) procurements.  While the Children’s Bureau (CB) does not currently require a SBOM for state and tribal CCWIS procurements, we strongly encourage title IV-E agencies to require a SBOM with CCWIS procurements and contracts to increase IT security.

This technical bulletin is a revision to the Technical Bulletin #1 that was originally published on August 19, 2019.  This revised Technical Bulletin #1 provides additional information regarding the file structure for the data elements to be submitted by IV-E agencies for each child who received IV-E prevention services, as required by FFPSA.

The Children's Bureau Data Analytics and Reporting Team held their second AFCARS Open Office Hours for 2023. These sessions are for state and tribal program administrators, child welfare data leaders, and information system programmers. It provides an opportunity to ask questions specific to your agency's implementation of AFCARS 2020. The February session covered the recent changes in Technical Bulletins 20, 21, 22, and 23, as well as additional information presented by the NCWDMS team on how to participate in the pilot and use the National Child Welfare Data Management System (NCWDMS) for AFCARS 2020 reporting.

As states are permitted to resubmit AFCARS data, the estimates may change over time. This report reflects all AFCARS data received as of June 28, 2022 related to AFCARS reporting periods through September 30, 2021.
