This final report from the Commission to Eliminate Child Abuse and Neglect Fatalities presents the Commission’s findings and its recommendations to the White House and Congress for ending child maltreatment fatalities in the United States within the context of a new child welfare system for the 21st century.

The Development, Implementation, and Assessment Approach was developed as part of this initiative and focuses on best practices in implementation science. Tested and refined in real-world settings, the Approach helps organizations develop or adapt innovations and effectively implement them with fidelity for sustainable change.

PII Approach

PII is distinguished by its integration of implementation science and rigorous evaluation, known as the PII Approach. This approach supports the implementation of an intervention, as planned, and the use of data-informed decision-making in preparation for undergoing a rigorous evaluation.

The PII-TTAP team provides training and technical assistance to support the PII grantees in better meeting the needs of children and families by developing/adapting, implementing, and scaling up interventions in child welfare. PII-TTAP accomplishes this by providing innovative yet practical training and technical assistance; building capacity for implementation within PII grantee organizations through knowledge dissemination; developing tools for effective application and transfer of implementation best practices; and actively coordinating and collaborating in implementation and evaluation activities.

The Evaluation Team (ET), overseen by the Office of Planning, Research & Evaluation, is charged with designing and carrying out a cross-site evaluation and rigorous, grantee-specific evaluations. PII-ET examines the implementation and effectiveness of the evidence-supported interventions developed and adapted under PII.
