Instructions for State Courts on Submitting New Five-Year Strategic Plan for FY 2022 – 2026 and Applying for Court Improvement Program (CIP) Funds for Fiscal Year (FY) 2022

The purpose of this Program Instruction is to set forth the eligibility requirements and grant application procedures for the basic, data and training CIP grants for FY 2022, including the development of a new five-year strategic plan, and to provide guidance on the requirements for state courts to continuously assess and improve the handling of court proceedings related to child welfare and enhance collaboration with title IV-B/IV-E agencies and tribes.

This Program Instruction (PI) provides State, Territorial, and Tribal title IV-E agencies with the renewed form and instructions approved by the U.S. Office of Management and Budget (OMB) for reporting quarterly financial information on the title IV-E Foster Care, Adoption Assistance, Guardianship Assistance, Kinship Navigator and Prevention Services Programs, as well as annual reporting data for Adoption Savings.

This Information Memorandum (IM) highlights the importance of civil legal advocacy in advancing child and family well-being; addressing the social determinants of health; enhancing community resiliency; and to strongly encourage state, territorial, and tribal human services entities to work together to support access to civil legal advocacy.

This letter from the Administration on Children, Youth and Families provides guidance to child welfare leaders about recent and upcoming policies regarding educational stability for children in foster care.
