The purpose of this Program Instruction (PI) is to set forth the eligibility requirements and grant application procedures for the State CIP grant for FY 2024, including updating the five-year strategic plan, and to provide guidance on the requirements for state courts to continuously assess and improve the handling of court proceedings related to child welfare and enhance collaboration with title IV-B/IV-E agencies and Tribes.

This Program Instruction (PI) provides guidance to states, territories, and insular areas (hereafter “states,” unless otherwise noted) on actions they are required to take to receive their allotments for Federal Fiscal Year (FY)1 2022 (subject to the availability of appropriations) authorized under title IV-B, subparts 1 and 2, section 106 of CAPTA, Chafee and ETV programs.

This report outlines State title IV-E demonstration waivers that allowed flexibility in the use of federal funds for alternative services and supports that promoted safety, permanency, and well-being for children in the child protection and foster care systems.

This Program Instruction (PI) notifies States of the new policy and procedures regarding the collection of funds resulting from penalties being assessed due to a State’s substantial failure to meet the Adoption and Foster Care Analysis and Reporting System (AFCARS) standards and requirements in 45 CFR 1355.40.

This technical bulletin provides agencies with information required to create the AFCARS data files.  It provides technical specifications on the structural layout of the XML data and shares the XML schema for the Out-of-Home Care File and the Adoption and Guardianship Assistance File.  It also covers information on encryption of the file records.
