This group of documents provides the syntax and supporting files in SPSS format that were used to calculate data quality and observed performance. Note: Syntax to calculate risk-standardized performance for each state uses a national, risk-adjusted model that requires child-level data from all states (i.e., national datasets) and thus cannot be replicated by states or other interested parties.

Child and Family Services Reviews reviewers must complete short “No” Narratives and longer Rationale Statements as part of completing the Onsite Review Instrument and Instructions (OSRI) and rating its items and outcomes. This guide is recommended for use by reviewers to ensure that “No” Narratives and Rationale Statements succinctly and comprehensively provide the information required to support answers to OSRI questions. 

This TB provides updates on the measurement and case review sampling framework for CFSR Round 4. The primary purpose is to announce CFSR Round 4 statewide data indicator (SWDI) national performance values. This amendment also provides other updates and clarification regarding technical aspects of measurement and sampling. A table is included in the amendment that identifies substantial changes to the original bulletin.

This Technical Bulletin (TB) announces the next round of reviews the Children's Bureau plans to begin in federal fiscal year 2022. The bulletin provides a high-level overview of the reviews, outlines improvements to strengthen the CFSR process, and provides information on the scheduling of reviews for CFSR Round 4. The Children's Bureau will provide future guidance and hold calls with states to share more information about the process and procedures before the start of the reviews.

This Technical Bulletin provides information about adjustments the Children’s Bureau (CB) is making when setting and evaluating the attainment of case review measurement goals for Program Improvement Plans (PIPs). These changes apply to the third round of the Child and Family Services Reviews (CFSRs) and amends information provided in CFSR Technical Bulletin #9, Section IIC.
