U.S. Departments of Education (ED) and Health and Human Services (HHS) provided this joint guidance as a key tool for educational and child welfare agencies to use as they embark on establishing new partnerships and implementing the new provisions of the law. 

The purpose of this Program Instruction (PI) is to provide State, Territorial and Tribal title IV-E agencies (hereafter, "title IV-E agencies") with the revised form and instructions approved by the U.S. Office of Management and Budget (OMB) for reporting quarterly financial information on the title IV-E Foster Care, Adoption Assistance and Guardianship Assistance Programs.  This PI also provides guidance for the submission of the Annual Adoption Savings Calculation and Accounting Report for federal fiscal year (FFY) 2015 and for subsequent FFYs.
