Instructions for State Courts on Submitting New Five-Year Strategic Plan for FY 2022 – 2026 and Applying for Court Improvement Program (CIP) Funds for Fiscal Year (FY) 2022

The purpose of this Program Instruction is to set forth the eligibility requirements and grant application procedures for the basic, data and training CIP grants for FY 2022, including the development of a new five-year strategic plan, and to provide guidance on the requirements for state courts to continuously assess and improve the handling of court proceedings related to child welfare and enhance collaboration with title IV-B/IV-E agencies and tribes.

This notice from the Federal Register announces the allotment percentage for fiscal years 2020 and 2021 for each state under the Stephanie Tubbs Jones Child Welfare Services Program authorized by title IV-B, subpart 1 of the Social Security Act (the Act). The allotment percentages are one of the factors used in the computation of the federal grants awarded under the program. The law requires the Department of Health and Human Services to publish the allotment percentages every two years.

This notice from the Federal Register announces the opportunity for public comment on the suspension and termination policies for the title IV-E adoption assistance program, articulated in the Child Welfare Policy Manual. It similarly announces the opportunity to provide public comment about any other policy areas of concern relating to the title IV-E adoption assistance program.
