How to Send a Formal Submission

U.S. Department of Health and Human Services (HHS) has three program areas with specified federal financial participation (FFP) for state or tribal information systems. They are:

  • Children's Bureau (CB) (title IV-E)
  • Centers for Medicare and Medicaid Services (CMS) (title XIX)
  • Office of Child Support Enforcement (OCSE) (title IV-D)

Along with all relevant documents, the electronic submission should include a scanned copy of the cover letter signed by the appropriate State official. This is either a cabinet-level official or an individual with written approval from a cabinet-level official to submit Advance Planning Documents (APDs).

Children's Bureau-Only Funding Request

Send electronic submissions that request only child welfare (title IV-E) funding from CB, without CMS or OCSE involvement, to the following addresses:

  • The Children's Bureau APD Submissions mailbox: CB APD Submissions
  • The following Children’s Bureau addresses:
  • As needed to agencies outside HHS, such as Food and Nutrition Services (FNS), that provide funding to the project.
  • Please copy all individuals that you wish to receive control correspondence, including the individual that has the authority to request federal financial participation from the Children's Bureau.

Unless specifically requested by Children’s Bureau staff, a paper copy is not required in addition to the electronic submission. If a hard copy is needed, formal submissions may be sent to DSS via U.S. Postal Service or alternative couriers (such as UPS or FedEx). Also, send a copy of all paper submissions to the appropriate Children’s Bureau Regional Office Program Manager. ACF Regional Offices serve as the first point of contact for program information and assistance for states and tribes operating child welfare programs.
