The following is a list of completed IEPDs. Each IEPD is available in two formats: (1) IEPD and (2) original file. ’IEPD’ - the format of one or more artifacts in an IEPD submitted by the IEPD owner/developer might have been enhanced to meet web posting requirements. ’Original file’ - the IEPD file as submitted by the IEPD owner/developer and is recommended for re-use.
ICWA e-Notice IEPD
When a state or local child welfare agency has reason to believe that a child in its care has native heritage, the Indian Child Welfare Act requires that notice be provided to any and all Tribes that may have a right to intervene. The purpose of ICWA is to prevent the destruction of Indian families. Currently, ICWA notice is transmitted to Tribes through the United States Postal Service, with a return receipt (green postcard) requested. Tribes and child welfare agencies that wish to reduce delay and improve intergovernmental communication regarding native children can use the ICWA e-Notice IEPD to implement near-real-time electronic notice and response.

IV-E to IV-D Case Referral IEPD
In 2011 the Children’s Bureau (CB) and Office of Child Support Enforcement (OCSE) formed a workgroup to promote the collaboration between the child welfare (titles IV-B and IV-E) and child support (title IV-D) programs. In 2015, a team of representatives from CB, OCSE, state and local child welfare agencies, and state and local child support agencies convened to develop a NIEM-compliant IEPD data exchange between child welfare and child support agencies. The objective is to facilitate the efficient, accurate and timely exchange of information for the establishment, enforcement and servicing of a child support case. This one way exchange of information from a IV-E agency to a IV-D agency passes the current foster care maintenance payment amount, assists in identifying potential child support resources, and provides the title IV-E eligibility status for the child or youth.

Model Tribal System IEPD
The Model Tribal System IEPD is developed for the exchange of child support enforcement (CSE) data between the Model Tribal System (MTS) and state and tribal CSE systems. The initial IEPD developed is the Case Intake. The initial pilot includes the data sent from the MTS to establish a new child support case in the responding state or tribal system. The Case Intake IEPD supports the following data exchange environments: state to state; tribe to state; and state to tribe.

National Youth in Transition Database (NYTD) IEPD
ACF established the National Youth in Transition Database (NYTD) through regulations at 45 CFR 1356.80 — 86 to meet a statutory requirement of the Foster Care Independence Act of 1999 (P.L. 106-169) to track independent living services and develop outcome measures for states’ independent living programs. States submit all NYTD data electronically to ACF on a semiannual basis. National Information Exchange Model (NIEM) compliance and the NYTD IEPD are not required for NYTD submissions. The NYTD IEPD provides an option to states that may be receiving NYTD information collected at local agency offices. For example, local agency offices can use this IEPD to send NYTD information to the state office to support preparation of the state NYTD file submitted to ACF.

NEICE IEPD
The National Electronic Interstate Compact Enterprise (NEICE) is an information technology solution that supports the administration of the Interstate Compact on the Placement of Children (ICPC) by exchanging data and documents across state jurisdictions electronically. It was first launched in November 2013 as a pilot project with six states. In May 2015, the American Public Human Services Association (APHSA) and the Association of Administrators for the Interstate Compact for the Placement of Children (AAICPC) received a grant from the Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Children's Bureau (CB) to expand NEICE nationwide, with the goal of having all 50 states, D.C. and the U.S. Virgin Islands using the system by the end of May 2018. The primary objectives and benefits are: shortened processing time; potential reduction in administrative costs; paper reduction; error reduction.

North Carolina Families Accessing Services through Technology (NC FAST) IEPD
NC FAST is a program designed to improve the way the NC Department of Health and Human Services and county departments of social services do business and provide services. In order to accomplish this, NC DHHS defined a series of data exchanges to facilitate data sharing and services among the service providers. DHHS selected the NIEM process and standards to expedite the development of these exchanges and maximize reusability of the data from NIEM and within DHHS. Within NCFAST IEPD are a series of IEPD’s developed based on a NCFAST NIEM compliant canonical model. The IEPD’s include: address validation, case information, common name, legacy FNS lookup, NFFNS search, program integrity, and verification. The IEPD’s has been developed and deployed.

Public Assistance Reporting Information System (PARIS) IEPD
The Public Assistance Reporting Information System (PARIS) is a Federal-State partnership that collects and matches public assistance eligibility information to improve program integrity among participating states. To facilitate the bidirectional transfer of information and data between participating states and PARIS, NIEM (National Information Exchange Model) is adopted as the information exchange format. Utilizing the PARIS data match, participating states can ensure individuals enrolled in Medicaid, TANF and/or SNAP in one state are not receiving duplicate benefits based on simultaneous enrollment in these programs in another state. In certain circumstances, PARIS may also be used as a tool to identify individuals who may be eligible for other federal or state programs based on their individual or family circumstances.
